Club Charter (Club Purpose and Administrative Rules)

Club Charter


1.1 MTSC was established to promote scooter awareness, serve as advocates for scooters and scooterists and give scooterists in the KC metro area a choice and chance to meet and join with people who share our enthusiasm. We preach only the gospel of scooters here and ask you to leave your prejudices at home.

1.2 General membership is open to any and all sizes, makes, models and age of scooters. This applies to riders as well. We only ask that your ride be an actual scooter. While we have respect for all (or at least most) other two-wheeled modes of transportation such as motorcycle and mopeds, we desire to remain a club for scooterists only. So, if you own both a Victory and a Vespa, bring the Vespa to the club ride. Or a Kawasaki and a Kymco, bring the Kymco. You get the picture.

2.0 Membership

2.1 Membership is open to any and all scooterists.
Membership is open to those who:

Meet membership criteria
Agree with the club manifesto
Be in good standing in terms of conduct
Pay your dues timely

2.2 Membership may be terminated by majority vote of the Executive Committee. Membership may be extended to non-scooter, non-two wheeled applicants by a majority vote of the Executive Committee except that non rider membership shall never exceed more than 20% of the dues paying membership in any calendar year.

3.0 Dues

3.1 Annual dues are established by the Executive Committee based upon recommendation from the club treasurer, but at no time shall be less than $30.00.

3.2 The dues renewal period is from January first through March first. Dues are delinquent after March first and membership will expire.

3.3 New members joining after August 1st will not be required to pay dues for the following calendar year.

3.4 In the event of club dissolution, all funds left in the treasury (yeah, like that’s going to be a boat load) shall remain there for a period not less than one year. At that time the Executive Committee will decide to what charitable organization those funds get donated.

4.0 Core Management

4.1 Core management is made up of the current Executive Committee whose membership stands at ten (10). The Executive Committee may, by majority vote, expand the Executive Committee membership up to fifteen (15) at any time. Vacancies in the Executive Committee may be filled by majority vote of the remaining members of the Executive Committee. Officers of the Executive Committee are as follows:

President
Vice President
Treasurer
Secretary
Membership Management
Immediate Past President


4.2 Terms for officers will be two calendar years with new appointments to be made between January first and March first of odd numbered years. Except for the office of President, any officer may seek re-appointment for consecutive terms. Any officer may resign their position if desired and a new officer will be appointed by a vote of the remaining Executive Committee members to finish out that term.


5.0 Duties of Officers

President
-Presides over meetings, functions and activities not being led by an event director.
-Responsible for the enforcement of the club manifesto.

Vice President
-Performs the duties of the President in case of absence or inability.
Other duties as may be assigned.

Treasurer
-Receive, record and report all monies or property collected, donated, paid to or owned by the club.
-Timely pay approved club expenditures.
-Maintain the paid membership list and make available to the Executive Committee or event directors as needed.
-Keep a good record of receipts and disbursements and statement of financial condition to be reported to the Executive Committee from time-to-time.
-Maintain a checking account at an insured financial institution in good standing.
-Other duties as may be assigned.

Secretary
-Records minutes of meetings.
-Reviews applications for membership and presents for approval at Executive Committee meetings.
-Other duties as may be assigned.

Membership Management
-Serves as the minister of information and facilitates communications for the club and to its membership.
-Responsible for receiving and evaluating any and all grievances from club members.
-Acts as the advisor to the President on matters of procedure.
Other duties as may be assigned.

Immediate Past President
-Reminds current President of all the mistakes they made and points out ones he or she thinks the new President is making.
-Immediate Past President may seek and or hold any office except as prohibited elsewhere herein.
-Other duties as may be assigned.

6.0 Committees

6.1 There will be specific committees established by the Executive Committee and lead by core management member to carry out the club business in specific areas. These include, but are not limited to, the annual rally, membership, fundraisers, public relations and web management. Core management leaders will determine the size and number of persons from the general membership who will serve on their committee. All members in good standing are invited to participate in Committees

6.2 Committees should meet at least twice per year or more as necessity requires and report at the Executive Committee meetings or submit their report to the Vice President who will report in their absence.

7.0 General Body

7.1 There will be a body of members who may or may not serve the club in any specific role regarding the business operations of the club, but will, at all times, support the club and its operations in any way they might be able to do so, including, but not limited to, signing up to serve on a committee or to assist with an event or other club sponsored activity.

7.2 At no time may a paid member represent themselves as an official spokesperson for the club without prior written authorization from the President of the club.

8.0 Benefits of Membership

8.1 We all like to be with people who share a common interest. And scootering is no exception. The club sponsors an annual rally and members in good standing are entitled to attend the rally at no, or a significantly reduced rate. The club sponsors an annual fundraiser ride for Harvester’s called “Scoot for Food”. While this fundraiser is open to all scooterists, the event is trademarked by the club and promotional costs are born by the club. The annual picnic is a no cost, “members only” event. Special rides, such as the annual “Scoot-O-Ween” ride is open to paid members based upon meeting certain pre-ride qualifications.* Dues also go towards supporting the club web site and discussion board.

9.0 Events

9.1 Besides the events listed previously, the club sponsors other spontaneous activities and rides throughout the year. These include, but are not limited to, parades, BBQ’s, shows, concerts and sporting events such as roller derby.

9.2
Unofficial “Sunday” rides… occur most Sundays which usually depart from Scooter World ( the clubhouse) at 1 in the afternoon. These rides are open to members and non-members alike.

10.0 Meetings

10.1 The Executive Committee shall meet at least quarterly and more often as needed. A 2/3rd majority of those on the Executive Committee shall be present to conduct any official business of the club. This includes, but may not be limited to, voting matters and membership decisions.

11.0 Web Site

11.1 The club maintains a web site and message board. This is the primary communication tool of the club. You can find information about past events the club has held, check the calendar for future events and search the message board for information about a lot of stuff, including upcoming rides, general information, tech information, club specific information, and, of course, scooters themselves. Signing up allows you to post on the message board as well. This is the most effective way of communicating any questions, concerns or ideas you wish to bring to the attention of the Executive Committee of the club and you can submit a private message to any officer at any time. And you can find links to other area clubs and messages boards there.

11.2 All official club announcements, communication, and event information will reside on the messageboard. Periodically, emails will be sent to paid club members with club financial information, reminders, and other announcements that are confidential club business.

12.0 Grievances

12.1 Any member in good standing, or the chairperson of the Membership Management Committee, may submit a grievance for arbitration. The arbitration committee will be made up of 3 members to include two from the Executive Committee and one from the general membership appointed by the President. They shall meet only when a written grievance has been submitted and submit their recommendation to the officers, whose acceptance shall not be unreasonably held.

*include such issues as warm-up rides and scooter worthiness.
